【意見】イラク復興で米国主導を許すな （2003/4/5）

イラク戦争は、早くも戦後の復興支援論議が盛んに行なわれるようになった。

長期にわたる歴史的背景と複雑な国際関係の中にある『イラク問題』に対応するに当たって最も重要なことは、人道的正義の実現を原則にすることである。復興支援を国際的金もうけの場にするようなことは、絶対に避けるべきだ。

日本国内では政治とカネをめぐる腐敗が昨年に続いて大きな問題になり、農林水産大臣が引責辞任する事態や大蔵エリート官僚出身の衆議院議員が巨額の金銭疑惑で逮捕される事件が起きている。これは国際政治の面でも同様だ。開発途上国への先進国からの資金援助が、政権中枢とその親族の私腹を肥やすことに役立った例は無数と言ってよい。

小泉首相はイラク戦争後の復興支援を国連中心の国際的協調によって進めると繰り返し言明している。これに対し、「世界の警察官」を自認する米国は、占領時の人道支援について早くも日本にカネを出すよう要求してきている。しかし、米国は戦後の「暫定統治機構」の運営や復興プロセスについて、「戦い、血を流した」米国主導を譲りそうにない。キリスト教原理主義に凝り固まった大統領の周辺が「国連中心」の処理を嫌っているのである。

こうした中で、復興支援にブッシュ大統領に近い企業が既に「触手」をのばしているという報道もある。ブッシュ政権については、もともと利権的だという批判が強かった。そして、中東と密接な関係のある石油開発利権との関連も取りざたされている。

わが国はイラク戦争後も、湾岸戦争のときと同じように巨額の資金の拠出を要求されることは間違いない。その場合、日本が「カネは出すが、口は出せない」では、国民は小泉政権を許さないだろう。

戦争後の暫定統治と復興支援については、あくまでも国連中心で、人道的正義と倫理の尊重を原則とし、いささかも疑惑を招くことがないよう各国に強く要求すべきである。

日本政府もこの方向で最大限の努力をしてほしい。カネの使い道も情報公開すべきだ。湾岸戦争の時のように、1兆７０００億円ものカネがどんなに使われたのかはっきりしないなら「暴動」も起きかねない。この際きびしく警告しておきたい。
